Enrollment Strategy

Enel will work with you to determine your enrollment value based upon the electrical load pattern at your facility, information regarding your operations, and/or performance in a dispatch readiness test. This value may be adjusted based upon dispatch performance history and your feedback. Once you are enrolled for a season, your enrollment is fixed for the remainder of that season.

Audit Requirements

ISO-NE requires bi-annual, payment-setting audits in June and December to demonstrate your ability to deliver enrolled kW value.

Baseline Definition

There are two main components to the program baseline:

• Shape: Each 5-minute interval of the dispatch day is calculated using the average load during that same interval from the 10 weekdays immediately preceding the dispatch day. This gives us the unadjusted baseline shape.
• Height: The average difference between your actual load and the unadjusted baseline during the 15-minute period prior to dispatch notification is used to adjust the baseline height up or down to better reflect your actual demand prior to the dispatch.

Key to Success: If operations over the past 10 days differ significantly from the day of a dispatch, or if your electric load is reduced too early, your baseline and earning potential may be affected. View your adjusted baseline and performance during a dispatch in the Enel Application under “Active Dispatches.”

Performance Measurement

Capacity performance is measured as the average difference between electric demand (kW) and the adjusted baseline for every 5-minute interval during a dispatch. Energy performance is the average difference between your actual consumption (kWh) and the adjusted baseline, starting the moment when an emergency dispatch notification is sent.

*Energy payments are only available during an emergency dispatch, as an incentive to deliver any incremental amount of load reduction as quickly as possible.

Key to Success: Begin participation as soon as you receive dispatch notifications to maximize your energy payments and ensure you achieve your contribution target. If participation needs to be delayed a bit after the start time, you can make up for it by reducing more than your target during the later part of the dispatch.

Payment Calculation

Each season is assessed separately for payment. Payment is based on your site’s average performance across all eligible dispatches in a season. Preliminary payments will be based on your full enrollment until your site is dispatched, and adjusted once you participate.

All payment rates are stated in your contract. You have the potential to earn up to 125% of your expected capacity payment if you are able to deliver more than your target. Energy payments accrued during non-audit dispatches are unlimited. Any underperformance will negatively impact your payment for the given season, and may result in reduced enrollment and earning potential for future seasons.
